Plan to develop Inchicore Railway Works

Details of a plan to develop the Railway Works in Inchicore were among 1,519 files recently released by Irish Rail.

Plans for the area includes a mixture of residential, offices, retail, and light industry buildings.

Three files which make up the ‘Inchicore Works Site Urban Design Framework Plan’ were lodged with An Bord Pleanala as part of the draft railway order seeking permission for Dart Underground.

The framework plan, dated January 2010, was completed after the economic downturn started. Although, it is unknown when it is now planned to develop the site, a proposed Dart Underground station and a Luas stop would make the site attractive.

Under the plan the Railway Works is to be fully wound down while its site is developed in three phases. Inchicore Railway Works was opened in 1846, however much of the works site is now unused compared to its busier past when locomotives were built on-site.

The plan says a “large proportion” of the development would be three to four stories in height. It says this would allow five or six stories in “strategic location” within the site.

A “step down” approach is to be taken in heights and densities from towards the site perimeter. It says this will aid in preventing impacts on the lower density housing which surrounds much of the Railway Works.

A linear park on the south and east sides of the site and the current railway line along the north of the site are to act buffers between the development and the existing two-story houses.

In the centre of the site is the proposed Inchicore Dart Station, part of the Dart Underground project. A Luas stop is also being looked at as an option for the proposed Lucan Luas or line F.

The main vehicular access to the site is to be the Kylemore Road, via the east section of the Kylemore Industrial Estate. Access from the site towards Inchicore village is planned to be resident-only.

The plan splits the development into three phases.

Phase one includes: A hub for retail, services, cafes and restaurants located in the centre of the site and south of the proposed Dart station; residential buildings along most of the south boundary; offices and commercial buildings in the centre and along the east of the site, and a selection of retail and services elsewhere in development area.

The second phase sees a cluster of “R&D and employment” placed at the Kylemore Industrial Estate side of the Inchicore Railway Works.

Phase three mainly fills the north edge of the site. It includes offices and light industry on the west end, offices and commercial in the middle, and residential on the east side.

Further destruction of buildings which form the Irish Railway Works is envisaged beyond the demolition planed for Dart Underground, while a number of buildings are to be retained and conserved – built on top of or built around.  Existing structures to be retained include the Old Running Shed, the Carrige Shop, Fleet Causality Repair, as well as old offices, stores, a Boiler Shop, and Foundry.
